Clairvoyance or Presumption?

The new Hopkins Masterplan for the Waterfront, released 14th November 2007, sets out the requirements for development in the area. It proposes which parts of the site will be put to what uses, sets standards of excellence for design and provides guidelines for building layout, heights and materials.
